The Housing Act 2004 for england and wales introduced major changes to the way rented homes are assessed and regulated. Regulations have been put in place to provide a safe and healthy environment for all occupiers and visitors

Landlords are responsible for having there electrical equipment PAT tested for safety each time there are new tenants and annually if there has been no tenant change. So if a landlord has say six tenant changes over the course of a year then all of the electrical equipment should have been pat tested six times over that period.
